I'm not sure about this paper but I know that with the Avenues (and the Villager) when you want to insert something you work with the Avenues, to get it inserted, you pay them, and they tell you if you can do it or not. It might be appropraite to call and check with the paper (usually thier ad department will handle inserts) to see if that is the case. But I know that the paper does at least in some cases have control over what is inserted into it.

Isn't this like the stuff that's always inside the other community papers,
too? My guess is that the company that distributes these papers is paid to
insert advertisements like these (more typically from neighborhood tree and
lawn services, fix-it people, locksmiths, realtors, etc.), wrap them up
inside the thicker community paper, put a rubber band around it all, and
toss it on the steps of every house in the neighborhood. So I suspect that
the newspapers have no say whatsoever in what's included.
