Kelly outlines jobs program for St. Paul

St. Paul Mayor Randy Kelly outlined a far-reaching economic plan
Wednesday night that is designed to create 10,000 jobs in the city over
the next five years.

I think its fabulous that we're talking about jobs. This is crucial for
St. Paul. However, waaaaaaaaaaaaay at the bottom of the article it says

Gander Mountain is moving its headquarters there in the coming months,
and Kelly said two more businesses are close to inking deals for
downtown office space. The mayor said he's also wooing business from
China, Belgium, Israel and Jordan.

China? Belgim? What the heck?! Why aren't we courting *St. Paul*
business owners, or even Minnesota business owners. They're more likely
to stay, more likely to spend their money here, and you don't get the
capital flight. (Which ruins an economy.)

I find it most difficult to buy that there aren't St. Paul people who
want to start up or expand their business. 

Too me, this is a short term investment because in 5-10 years we'll be
asked to give these companies money to stay. Again.

Just my rant.
