The discussion of the complexities of the school board budget and
the effect that others have on available money is quite interesting.
 Every time we begin a discussion of the funding of a public entity
we discuss cutting costs and the affect this has on the viability of
the program, institution or public services.

While I do not want to argue unfettered spending, I think we are
now seeing the affect of the tax refunds and the tax re-write of
four years ago.  Add to this the political impact of Taxpayers
League and other effective movement to obtain "No new tax" pledges
from many politicians, and you have a political landscape that is no
longer efficient and effective.

Unfortunately, the effect will be felt years from now.  Long after
we resolved these economic problems.
