School Boards are not just "policy boards" .  Their biggest job is to hire a 
superintendent for the district and monitor his/her performance.  They also are 
supposed to keep their eye on the big picture for the district and set a 
direction for its future.  They do this by helping to develop a strategic plan, 
a mission for the district, and establishing policies to guide the district 
toward their vision.  

You should not feel that you cannot approach board members if you have 
questions, complaints, or have hit a "dead end". Board members have no power 
individually to act.  The only power they have comes when the majority of them 
decide to take a certain direction.  

Your Board Members are the communities representatives in the School District.  
  When you see "disconnects" and "dead ends" by all means, let your Board 
Members know.  They have a LOT more power collectively than "just a policy 
board".
