When the rumor, true of false, goes out that Kelly will spend a million
dollars, it discourages competition. The Chamber of Commerce can back this
threat in an attempt to steamroller Kelly back in, and clear away all
opponents.

The other aspect is, as soon as a not-too-terrible DFLer announces, every
other DFLer, and all other parties, concede. It is supposed to be
political wisdom to go with someone "electable" rather than someone you'd
like.

So when it's Kelly vs corporate DFLer X, we know that no matter which
wins, the Chamber of Commerce wins, and the city and the citizens lose.

It takes 5 on the council to override the mayor's veto. Now there are 4,
and the next council election is 3 years away.

If Kelly is re-elected, or some corporate DFLer, we can expect deadlock,
except where the mayor violates procedures and bypasses the council,
usually to do some sleazy developer a favor at our expense.

So here we are, looking ahead, and apparently allowing ourselves to be
misgoverned for several more years. Look for more attempts to ram stadiums
down our throats, more TIF for big developers, more freeways, more
big boxes, etc, each of which will have to be fought individually with
lots of time and energy.
