Subject: Attention West Siders!

You are invited to join us this Friday for a Balloon Test on the West Side
Flats!

WHO:  Volunteers and staff from Friends of the Mississippi River, West Side
Citizens Organization and the Mississippi National River and Recreation
Area/National Park Service.

WHAT:  Large, bright red balloons will be positioned at varying heights (45
feet, 75 feet and 90 feet)* at the site of the proposed West Side Flats
Tower (corner of Filmore and Wabasha) and volunteers will take digital
photographs from nearby overlooks/public viewing sites.

WHEN:  Friday, December 17th, 9:00-11:00 a.m.

WHERE:  Meet at Grumpy Steve's coffee shop - 215 Wabasha St. (next to
Wabasha Caves) to get a location assignment, map, radio and instructions.

WHY:  To better determine the potential impacts to scenic views and vistas
from a proposed 8-story luxury condominium tower on St. Paul's west side.
The results of the Balloon Test will be compiled into a presentation and
shared with community members.

IMPORTANT DETAILS:
Volunteers should bring their own digital camera if they have one.  A
limited number are available to borrow or you can use slide film.

Volunteers need to dress for the weather!  This activity requires standing
outside for approximately one hour.

Two-way radios will be provided for each volunteer or location team.

This project is weather dependent and may need to be postponed in the event
of rain or wind.

*Note:  The  heights chosen for the balloons represent the following:
45 feet - 3-4 stories:  maximum allowed under city's zoning code, meets
Critical Area state standards
75 feet - 5-6 stories:  conditional use permit required, maximum allowed in
West Side Flats Master Plan
90 feet - 7-8 stories:  proposed maximum building height, variance and
conditional use permit required
