"It could be the unique finishing touch to St. Paul's massive effort to convert polluted riverfront land into a vibrant blend of shops, parks and housing along the Upper Landing.
But plans have snagged to turn an ugly-but-historic grain elevator into a museum and restaurant dangling over the Mississippi River. A seemingly minor dispute over who will pay for and own 50 parking spaces has developers and city planners accusing each other of reneging on agreements forged during four years of negotiations."
