[StPaul] Cheers for less Smells

It seems to me that I have not smelled anything from the Waste 
Processing Facility since they put their upgrades into place. I'm 
trying to figure out if this means a complete phase out of the existing 
equipment. I'll never forget seeing that thing burning across the river 
last summer.
