Perhaps:  But does the analysis take into account Post Secondary Option?.

Post secondary option allows juniors and seniors in high school to take college
and trade school courses while in high school.  I do not know the number of
students taking the courses or the number of courses (credits) completed.  But
based on anecdotal evidence I would suggest that it could significantly affect
the results.

Personal experince.  Both of my daughters took college courses at liberal arts
schools in the Cities.  My younger daughter essentially completed her junior and
senior years in high school as a college student as did several of her friends.

This option does not seem available in other states.  While doing student tours
of colleges in the East there was almost no awaeness of the program.  We got
used to having to explain it to admissions counselors. 

This little program is agem of 'school choice' that very seldom gets mentioned
in any examination of options available to students.
