I wish to help Mayor Kelly with another public exhibit

   a 15 foot high ANATOMICALLY CORRECT nude Snoopy

Certain to generate
 huge crowds
 demonstrators pro and con
 national and world reporters
 teenage dancing
 hot dog sales from carts
 ministers preaching
 nightlife
 daylife
 new respect for Peanuts characters
 sales of anatomically correct Snoopy action figures
 loads of cash for nearby bars and restaurants

Imagine it outside of City Hall - Kelly would be re-elected by a huge
anatomically correct margin.
