As compared to something like the submarine idea, a
modest movie theater at street level has at least two
advantages. First, the movie theater provides a
repeatable experience. How many times is a person
going to want to see a submarine? Movies change and a
theater is going to be visited again and again. 

Second, the movie theater is an amenity for people who
live in or near the city. The submarine idea seems
mainly to be an attempt to attract out-of-towners.
It's based on the idea that to save our downtown, we
should create something like an amusement park for
visitors. It's the Disneyland school of city planning.
It has little to do with creating a city that meets
the needs of its residents.
