I think we need to separate the two issues.
 
First of all I believe Senator Moua had staff that was
responsibility for renewing the license.  You need also to consider
the fact that there are many other businesses that do not renew
licenses on time, pay their taxes on time etc.  The only ones that
the news pick out for public scrutiny are those operated by
politician.  
 
As for the issues with Mayor Kelly, The investigation has been
going on for months.  It didn't just start.  What apparently
happened is the Newspaper got wind that the IRS was investigating
someone in the Mayor's office.  As a result of that story, the Mayor
had to tell the press who was being investigated to shield the rest
of his employees.
 
My question in this case is how was the IRS informed of this
alleged bribe?  Unless it was the company that provided the bribe or
a competitor, it could only be someone who was politically
motivated.  I think this story will have interesting twists before
we know the facts.
