[KB]  If you (and we) used Instant Runoff Voting to elect people when there's 
just one winner, such as for the County Board District 4 seat, you (and we) 
wouldn't need primary elections.  Of course, the problem of low turnout for 
primaries would be eliminated as would the extra cost to run primaries.
