Kelly's move came hours after retired Police Chief William Finney publicly chided the mayor for failing to act sooner. In a posting to an online St. Paul issues forum, Finney tweaked Kelly for keeping Sia Lo on duty, despite learning of the allegation 10 months ago. Kelly said last week the FBI asked him not to do anything that would tip off his aide that a probe was under way.
"So we are to believe that instead of acting in the best interests of the city he was selected chief executive of, he decided that it was better to act in the capacity of an undercover law enforcement officer," Finney wrote. "Is it unreasonable to expect that there were no other alternatives or course of action available to a mayor short of doing nothing while waiting for the FBI to act?"
