Northstar Commuter Rail Line."

That's a stretch.  More likely it got passed because the governor wanted it and 
has always said so.

"President Bush's budget would eliminate most Amtrak service, including all 
service to the Twin Cities."

Don't worry about it.  Presidents (at least republican presidents) always 
defund Amtrak in their budgets and the congress always puts it back in.  This 
year will be no different.  The ritual is designed to get congress thinking 
about selling Amtrak to the private sector so it will have the budgetary 
discipline to live within their means, unlike the government-subsidized, 
no-incentivized mess that it is.
