The CIB committee members are not picked by the mayor - at least not on the West Side or in West 7th (or in district 2). They are chosen by the district councils.
At WSCO we have sometimes in the past had to "vote" for who would serve on a particular committee. And, this year, in West 7th, my 21 year old step-son is on a CIB committee and I can guarantee you that he was in NO WAY appointed by the Mayor. Then (I'm not sure) does the Council "OK" the district council reps? Maybe that's how they do it in Mpls, where the writer "hales" from - but not here.
