If they feel the issue is that important, yes - "tearing one's hair out" to stop it, to me, would seem to be pretty close to that important. Second, they voted twice that day (01/24) - the first vote was 56-7. Pretty safe to switch your vote on the second vote (which actually passed 57-7), but none did switch. And, third, you don't actually co-author a bill if there's something in there that is so onerous you can't support it - even if other good things are present.
