I am posting this letter that the Friends of the Parks and Trails of
Saint Paul and Ramsey County sent to the city delegation. I hope you
find this information helpful.

Dear Senators:

The Friends oppose the floodwall at the St. Paul Downtown Airport and
ask for your support. Below are the reasons for our opposition:

  * No Environmental review. With a major expansion of the airport
there needs to be more environmental review. We have asked MAC for an
EIS, but because they are the proposers of the project they dismissed
our request.

  * Increase in flooding. Even with a slight increase in flooding,
there will be major expenditures by the City of St. Paul to clean up
Harriet Island and possibly the new housing going in near the river.

  * Visual. The pilings that are proposed will be a visual disaster.
The Airport is in the MNRRA corridor and should not be allowed.

  * Noise and safety. These issues have not been addressed.
Obviously an increase in the usage of the airport will bring on more
noise. Residents on top of the bluff are very concerned about safety
issues.

  * In response to the EAW there were questions of concern and
opposition from:

Friends of the Parks and Trails
  National Park Service
  DNR
  St. Paul Riverfront Corporation
Ramsey County Soil and Water Conservation District
  Burlington Northern Santa Fe Railroad
  Canadian Pacific Railway
  Union Pacific Railroad Co.
  St. Paul Yacht Club
Residents who are neighbors of the airport.

We ask for your consideration and opposition to this proposal.

  Peggy Lynch, Executive Director
