Board member Al Oertwig sent me this response and suggested that I could post
it to the Saint Paul issues list. It makes sense to me.

There is too little time left to run a special election. There would need to
be a filing period, a primary and then a general election.
The board should appoint someone to fill the remainder of Toni's term, which
runs for the remainder of 2005. The board has not yet discussed what to do.
When Corky (Finney) resigned to become Police Chief in 1992, the board
appointed Mary Thornton Phillips.
In 1985 when there was a vacancy (yes, I was on the board then!!--SHOCK ISN'T
IT?), the board chose to leave the position vacant from February until
November, when Bill Carlson who won the election was appointed immediately
following the election rather than waiting until the normal seating time of
January.
The biggest issue facing the board will be how to deal with the budet shortfall
for the 05-06 school year. That must be decided by June 30 per state law.

Are we better served by an appointment, a special election or leaving the seat
vacant until the fall election when more people will actually show up at the
