Isn't this something of a quibble? If the 7:00 train
ran at 6:59 instead then it would be in the same hour.
So let's say the train has the capacity to carry as
many people in 1.017 hours as the highway does in 1
hour. Not a big difference.
Another thing to consider is that the train as
configured, 3 trains in about an hour with 3 or 4 cars
is not really the best measure of the system's
capacity. It is certainly possible to run more trains
than 3/hour and to increase the capacity of each of
those trains to more than 4 cars each.
One thing I do agree with is that the highways will
remain congested, Northstar or not. The highways will
fill to capacity during rush hours no matter how many
lanes are added or alternative forms of transport are
provided. But providing alternatives to highway travel
will at least provide relief to those who use those
alternatives and increase the capacity of the total
system.
