Question: 

I know they trucked in lots of fill on which to build
the new condo/townhome/apartment complex upstream from
downtown.  Are the garages, roads, apurtenances really
high enough to stand above the next record flood that
will be here next or 45 years from now?

Answer:

In a word, no. All the players will tell you otherwise, but this is a
boondoggle of major proportions. They will say they've accounted for the
possibility, but the measurements of all major floods in St. Paul will put
the water one hell of a lot higher than any dike could be erected without
making it look like a fortress.
