I always like to highlight positions of agreement, so.... Despite some healthy points of skepticism, I think I basically agree with a Pioneer Press editorial(!) (see http://www.twincities.com/mld/twincities/news/editorial/11465695.htm)
Today's editorial is an interesting corollary to our earlier discussion on University Avenue. A few years ago, guidelines were developed for Transit Oriented Development along University Avenue. Given a conflict over the possible relocation of a Metro Transit bus barn, the Pioneer Press seems to be arguing for more. They seem to want a larger land-use/redevelopment plan for University, which (correct me if I'm wrong) does not currently exist.
There are lots of good private redevelopment projects going up — ad hoc — and some not so great ones. But it's all being done outside the framework of a grander plan for University Avenue.
And I certainly approve of their concluding remarks:
Because if these projects aren't thought out in a broader context, the very real progress that's been made in revitalizing this vital St. Paul residential and commercial corridor could all be for naught.
Again, it is about the aesthetics, economics and livability of University Avenue. Its about improving the tax-generating capacity of University Avenue. I'm really glad the Pioneer Press agrees!
My one concern is this: who creates the plan? Who appoints the members of the group that creates the plan? I would hope University United and its allies would be given the lead in selecting most representatives, as they are the the group with the local connections, and best understanding of the challenges at hand. Perhaps it could have some more limited representation from the Planning Commission. This is an important enough process so as not to become overly influenced by one one administration's vision of the future, but be a true and authentic community vision. University United is uniquely positioned to do just that.
If that's the approach, then I think I see eye to eye with a Pioneer Press Editorial. Not bad. And it will take people working together to realize the full, untapped potential of University Avenue.
