To clarify Ms. Schnitzen's point that Jay not Chris "forged" the affordable housing policy in St. Paul. Housing advocates and their constituents forged the policy and Jay put forth our amendment which became the present policy which states: "a minimum of 20% of new units constructed using city subsidy must be affordable, 10% at 30% of median and 10% at 50% of median income. It was vetoed by our buddy Norm and overturned by the Council. The City by the way has fallen well behind on this goal for their 2004 construction.
