We no longer edit ChangeLog files. Instead, we put changelog information only in the commit log, and generate the top-level ChangeLog file from logs at "make dist" time. For further information see README-hacking file. Old changelog records was moved to ChangeLog-CVS file. Said that, I agree that unlike NEWS file, ChangeLog* files are much more noisy and thus much less informative for regular user, so you might want to stop packaging ChangeLog* files in favour of the NEWS file. -- ldv
