While the change in -f implementation to use PTRACE_GETEVENTMSG&Co is major
internal change, I'm not sure how to "sell" it to regular users.
All I could think of is to write a NEWS entry like this:
* Implemented a new method of following clone, fork, and vfork
  syscalls using Linux PTRACE_GETEVENTMSG interface.

That is, I need help to find some words that would explain a major version
bump for users.
