Because if you did, you would understand what all the 'present' votes were...legislative wrangling over different versions of the bill, while maintaining a legal quorum to continue the wrangling. Most state leges have equally weird stuff they pull all the time. Some have huge numbers of votes all the time. It's messy, but it's how the People's business gets conducted.
