PC Exchange went away as of OS 8, iirc,( but it's been a HELL of a long time) Try opening it with the likely suspects, and if all else fails try it with MS Word in 'Recover text from any file' mode in the file open dialog. If it's spitting out OS 7 errors, it could be any number of antique file formats. If the old mac in question is internet-capable, send the file to yourself and try opening it with text edit or textwrangler...you might be able to make out enough of the stuff in the file header to make a reasonable guess as to what kind of file it is.
