Article I Section 5 of the U.S. Constitution says: "Each House may determine the rules of its proceedings, punish its members for disorderly behavior, and, with the concurrence of two-thirds, expel a member."
How in the hell can that be used to legally prevent Blago's appointment from being seated in the US Senate? What disorderly behavior did Burris perform? And, doesn't he need to be seated before being expelled? Once seated, should he not be given floor time to defend his appointment? I think Harry Reid is overreaching on this one, as well as virtually every Democrat in or from the state of Illinois. If they didn't want him to make an appointment they should have impeached him.
