There's a subordinate clause in there that greatly limits the class of animals here: "that are entitled to sue", nowhere does it say AT ALL that she wants to allow all animals the right to file lawsuits. Since they don't cite the paper, or provide ANY CONTEXT WHATSOEVER for the statement, we're left to simply guess, or try to find the paper to find out what she's talking about...seven years ago, in some paper they don't bother referencing.
