That's an Afghani, a Pakistani, or a man from that region wearing a traditional kaffiyeh; I think Afghani because Pakistanis tend to be darker skinned, have darker eyes, and usually only wear black and white kaffiyeh. I have a few Afghan kaffiyeh that I got from a Nepalese jewelry dealer in the 80's; they are dark purple-grey, and have a tighter pattern, which reverses to mostly cream color. I was told the pattern symbolized grain, and had been in common use since Joseph warned the Pharoah about the 7 years of famine. Kaffiyeh come in different styles all over the Middle East:
