No, that's new to Lion. Go read John Siracusa's review in Ars Technica. He 
discusses this in some detail because there are way cool things they're 
doing...there's a fringe *outside* the window that still responds to *some* 
things for the window, and some things for the underlying window or desktop....

Best Advice I can give is to start reading sites like MacOSXHints, MacWorld and 
MacNN for 10.7 hints. IMO, 10.7 is shaping up to be the biggest update since 
10.2. Everything that's happened before now has largely been refinement of the 
same old UI. 10.7 is starting to change the Mac UI
