No, that's new to Lion. Go read John Siracusa's review in Ars Technica. He discusses this in some detail because there are way cool things they're doing...there's a fringe *outside* the window that still responds to *some* things for the window, and some things for the underlying window or desktop.... Best Advice I can give is to start reading sites like MacOSXHints, MacWorld and MacNN for 10.7 hints. IMO, 10.7 is shaping up to be the biggest update since 10.2.
