Herman "Questioning my 9-9-9 plan with facts is dirty politics" Cain says his 
wonderful plan (that would increase taxes on the majority of Americans, 
including 9-fold on the poorest americans) give families the “flexibility to 
decide on how much they want to spend it on new goods [and] how much they want 
to spend it on used goods.”

This was in response to a question about applying his new tax system to food.
