Yes he did it so well that the public sector has shrunk every month of his 
presidency, aside form the constitutionally mandated Census hiring, which was 
temporary.

Had public sector hiring merely increased at the rate of population growth, let 
alone at the rate of private sector job growth, we would be in better shape all 
around.

Yes, so hugely unpopular that Congress didn't even seriously try to repeal it.  
No wonder, it's a Republican plan...
