Oh fer crying out loud. The Constitution that you have clearly NEVER READ states explicitly that the Chief Executive has control of the executive branch. There's nothing unconstitutional about the President telling the government agencies under his control how to run themselves. Congress controls the purse strings, and has the duty to advise and consent to Cabinet level posts.
