Yes, yet Ryan put specific dollar amounts on how much money will be recovered 
by ending tax loopholes.

You cannot say "I'll eliminate 1.6 trillion in loopholes" truthfully, unless 
you have some idea of what loopholes you're talking about. Otherwise you are, 
as the President noted, talking out your ass.

support. The plan also provides risk adjustment, so those with greater medical

Medicare as it stands now is a taxpayer-funded single-payer fee-for-service 
health insurance plan.

Ryans plan turns that into a system whereby the Government gives seniors a set 
amount of money with which to buy private insurance plans. You are correct, it 
doesn't say 'voucher' but you would have to either be mind-bogglingly dense to 
not realize that this is a voucher system, or a flat liar.

I'm torn which it is.
