Well for all the outrage here, legislatures have wide, wide latitude in how 
they arrange themselves and their rules. For instance, the AZ legislature has a 
budget committee, with both majority and minority members who are tasked with 
writing the budget for the state.  

They didn't meet this year; the budget was written by the staff of the Governor 
and the Senate Presidents and House leaders, then presented as a fait accompli 
to be rubber-stamped by the Republican majority, so they could get on with the 
important business of defunding Planned Parenthood, eliminating the state merit 
system (turning every state job into a political patronage plum) stamping their 
tiny feet and threatening to hold their breath until the Federal government 
hands over every square inch of Arizona land they hold, and banning any state, 
county or city from dealing with any NGO on issues of energy or the environment 
because Agenda 21 sheeple!!

You know, the IMPORTANT issues facing the state...
