Raise it by 1.7 cents, I mis-quoted that part. Property taxes in the US are generally collected at 'N dollars per year per Y hundred dollars assessed value' which is most often a rather artificial number.
It MIGHT be a sales tax, they didn't specify, in which case it's 1.7 cents per dollar. or really 1.7%.
