Probably not. 

Theoretically, if the Parallels is running a bridged network to the Mac through 
Mac's physical network, you MAY be able to turn on network sharing in the 
Windows instance and point a pseudo network port on the Mac to the virtual 
machine for an IP address.

You can create a TUN/TAP device, allegedly, using the info on this page:

This is getting into serious voodoo networking though, and likely will only 
result in nothing getting out.

Bribing the firewall admins with chocolate chip cookies, beer, and/or other 
sysadminish comestibles to patch the damn firewalls already will likely be a 
more fruitful avenue.
