here is a timeline history from settlement thru states self government to
1855 -1899

http://www.aec.gov.au/elections/australian_electoral_history/reform.htm

early on it was property ownership that entitled you to vote .... so there
was plural voting
depending how much land and where

all the states were self governing until

federation in 1901 gave three levels of government ... local / state /
federal

electoral rolls established 1908 ...

there are also territories ... the northern territory granted self
government 1987

there are state and federal electorates called seats and state and federal
elections and you vote for your choice of pre selected [by the parties]
or independent candidates ... there is a swapping of preferences ... for
house of representatives ...

The senate is something like 10 per state .... i think the territories
have less

the state parliaments have upper houses as well but they are not called
senates
