I think it's more 'the routes are severely limited, so they won't use the damn thing.' I once tried to map out a trip via Amtrack to the Pacific NW (which should be a majorly cool scenic ride), and gave up because Amtracks arcane online scheduling lead me to the belief that I simply couldn't get there from here.
