Because government is simultaneously unable to do anything competently, except organize vast all-encompassing conspiracies built around completely mundane events. "Chemtrails" are the result of two things: vastly increased air travel and vastly increased fuel efficiency on commercial aircraft. They're contrails, pure and simple, composed of water vapor and unburnt and partially burnt fuel from jet exhaust. We're flying a shit-ton more, in bigger aircraft, so more contrails are being formed. We're burning jet fuel a lot more efficiently, so there's a lot more water vapor, hence they last longer and are more visible. But that's too simple, I must be part of the conspiracy. It's the same impulse driving the 'Paranoid Style of American Politics'; it's not that being conservative makes you paranoid, authoritarian and credulous to these conspiracy theories, it's that being paranoid, authoritarian and credulous tends to make you a conservative. No one can precisely identify just exactly what these 'chemicals' are for, where they're stored on aircraft (and note, the conspiracy extends to *every* airline ground crew employee, *everywhere*), etc etc. But they're certain that it's bad and being hidden from them, because as a rule they swim in a constant flow of misinformation constantly affirming their belief systems.
