This from 2011 is what they're talking about:

Which appears to be talking about this patent:

Which never mentions any use by police; in fact most of the patent talks about 
using this as an augumented reality tool.

That said, if Apple does include this, I see a market opportunity in selling 
iPhone cases with an IR filter over the camera lens.

But this won't affect Android cameras, camera cameras, and the like.
