Well, one, he has, the DOJ is all over him, so he's had to tone it down, and his other nonsense (pink underwear, tent city) are, as yet, legal. He's also caused the county to pay out a shit-ton of money in legal settlements over his ongoing BS, and while crime has gone down in all the city jurisdictions in Maricopa County, the crime rates in the county haven't. But he's popular as hell (especially among yahoos who vote for him, but have their own police forces, so they don't have to deal with him).
