Redirect the resulting excess DEA efforts into combating prescription drug abuse, or how about human trafficking? Issue tax credits for new businesses utilizing all forms of hemp - paper, fabric, plastics, fuel, structural materials, livestock fodder, etc - and do whatever it takes to allow cancer patients to have access to whatever strains help them in whatever form they need it to be in. In VA, hemp can grow in poor soil and drought conditions, yielding approximately 3 tons per acre, without fertilizer, pesticide or weed control.
