If you have access to the underlying vector art and data, most people
these days to those changing maps animations with GIS software like
GRASS, or ARCInfo, but I think the last time I looked at software like
this I was running OS 8 or 9...
yeah, I know. That's when this shit was popular so I figured everything
would be free by now.
