I'm inclined to say that this is not necessary. The FileBean javadoc already shows how to use new InputStreamReader(bean.getInputStream()). There are a few variations to this. InputStreamReader has overloaded constructors with which the caller can specify a charset. There are users who like to wrap that InputStreamReader in a BufferedReader. There are also users who want getReader to check the mime-type and throw a specific exception. A non-overloaded no-argument getReader() cannot cater to all users, and will therefore be of limited, specific use.
