I'm working on some test utils to construct ready-to-go MockServletContext.
Part of that includes putting in a bunch of filter parameters for
StripesFilter. I was hoping to find a constant for ActionResolver.UrlFilters
and ActionResolver.PackageFilters, and sure enough, they exist, but are private.
I don't think anything bad could come of exposing those as public, since they
are already marked final.
