Stripes form does not bind ActionBean when used in a pre-action

I had a reasonable look around the forum about this but didn't see anything
that answered my question. If I have a Stripes form in a pre-action JSP, the
ActionBean is not bound unless I explicitly use the useActionBean tag. Surely
the Stripes form tag could always do this irrespective of whether it's being
used in a pre-action or not?
