The stripes:url tag always generates a URL that includes the context path,
which is usually what one wants. Unfortunately there are a lot of tags out
there (JSTL and the JSP built-in tags included) that need to work with
context-relative paths. The stripes:url tag needs an option to make it generate
a context-relative path so that the paths it generates can be used with other
tags that need context-relative paths.
