When Stripes is configured to use DelegatingExceptionHandler as its
ExceptionHandler and DelegatingExceptionHandler.Packages is not specified, it
defaults to using the value of ActionResolver.Packages. With the new
autodiscovery code, this should default to Extension.Packages instead.
